都内での創業を具体的に計画している個人、または創業後5年未満の中小企業者等（代表者の経営経験が通算5年未満など）。法人は本店登記が都内、個人事業主は個人事業税の納税地が都内。指定された創業支援事業の利用が必要。

How to apply

  1. 東京都が指定する創業支援事業（TOKYO創業ステーションの事業計画書策定支援、東京都創業NET等）のいずれかの要件を満たす。
  2. 募集期間内に電子申請システムから申請書と事業計画書を提出する。
  3. 書類審査。
  4. 面接審査。
  5. 交付決定後に事業を実施し、実績報告を経て精算払い。
